Friendfeed is probably the busiest online conversation site development- and usage-wise. Recently Friendfeed adds more features to its Rooms function, including setting Rooms as Semi-Public, namely:
Anyone can view entries and comments
Only administrators can post new entries (as FF noted, to keep large rooms on-topic)
Rooms can have multiple administrators and
Room administrators can delete any entry or comment.
